What Are E-Bikes?
An electric bike, or e-bike, is a bicycle with an electric motor to assist you when you’re pedaling. The frame of an e-bike is much thicker than a normal bicycle because the motor and its rechargeable battery are mounted on the bike itself.
To classify as an e-bike, the motor has to:
- Help you pedal rather than propel you on its own.
Thus, an e-bike is one where you pedal and rely on a battery to power the motor. Rather than the motor propelling you, the power that an e-bike delivers is regulated based on how hard you are pedaling.
Further, many e-bike systems offer a number of modes to choose from, allowing you to balance the amount of power supplied through the pedals with range and battery life.
How Does An E-Bike Differ From a Regular Bicycle in Los Angeles?
Aside from its mechanical differences, there are other ways that e-bikes are classified differently than regular bicycles in Los Angeles. According to the law, e-bikes:
- Don’t need to be registered
- Don’t have to be insured
- Don’t require a driver’s license to ride them
Legally, e-bikes are split into three classifications: Class 1, Class 2, and Class 3.
- Class 1 e-bikes are pedal assisted and offer a maximum of 20 MPH assist from the electric motor.
- Class 2 e-bikes provide electric power from the motor whether you are pedaling or not, but stop providing power once you reach 20 MPH.
- Class 3 e-bikes continue providing electric power up to 28 MPH.
Like other bicycles, e-bikes are allowed on bike paths, roadways, and most public roads. The only exception here is Class 3 e-bikes, which aren’t allowed on bike paths. Additionally, there are no maximum power regulations for e-bikes, and California’s helmet laws also apply, with riders under the age of 17 being required to wear a helmet.

Who Is Responsible for an E-Bike Accident in Los Angeles?
The answer to this question depends highly on the circumstances of the accident. Generally, fault is assigned among three parties:
- Driver of vehicle that struck a person on an e-bike
- The manufacturer of the e-bike
