Thongkhan Phanthavong, 45, Killed in Pedestrian Crash near Shields Ave in Fresno

Fresno, CA – On the night of Sunday, June 23, 2025, a vehicle-versus-pedestrian collision resulted in the death of Thongkhan Phanthavong, 45, according to The Fresno Bee.

The California Highway Patrol reports that the accident took place around 9:45 PM near Shields Avenue when a Toyota Tundra traveling eastbound struck Phanthavong as she crossed the roadway from north to south.

Authorities said the driver, a 20-year-old man from Clovis, was unable to avoid hitting Phanthavong as she entered the vehicle’s path. Emergency responders arrived on the scene and transported Phanthavong to a nearby hospital, where she was later pronounced dead.

The driver remained at the scene and cooperated fully with the investigation, according to CHP. Preliminary findings do not indicate that alcohol or drugs were involved on the part of the driver. However, investigators noted that Phanthavong may have been under the influence at the time of the collision.

No arrests have been made, and the incident remains under investigation as officers continue to review evidence and determine the exact circumstances surrounding the crash.

California Law does not consider pedestrians to have the right-of-way under all circumstances, such as if they attempt to cross outside of a crosswalk. However, motorists are never relieved of the expectation to provide pedestrians with a Duty of Care toward their safety.
