UPDATE: Suspect Samuel Powell, 57, of Discovery Bay Arrested after 16th, Mission St Pedestrian Crash Kills 1, Injures 4

San Francisco, CA – In the early hours of Sunday, May 25, 2026, a pedestrian collision in the Mission District resulted in the death of one person, left three others injured, and led to the arrest of Samuel Powell, 57, of Discovery Bay, according to KRON.

The San Francisco Police Department reports that the accident took place around 12:13 AM at 16th and Mission Streets.

Authorities said officers arrived to find a pedestrian being treated by medics for life-threatening injuries. The victim was transported to a nearby hospital, where they were pronounced dead. Three additional victims were assessed at the scene for injuries that were not life-threatening. The incident marks the ninth pedestrian death in San Francisco in 2026, according to safe streets advocate Walk San Francisco. Powell was detained by officers following the crash, with further investigation leading to probable cause for his arrest on July 1.

Powell was charged with vehicular manslaughter and failure to exercise due care for the safety of pedestrians within the roadway. Safe streets advocate Walk San Francisco noted that both 16th Street and Mission Street appear on the city’s 2024 high-injury network map, which identifies the 13 percent of city streets where 74 percent of serious traffic injuries or fatalities occur, according to the San Francisco Municipal Transportation Agency.

The investigation remains ongoing.

California Hit-and-Run Laws

California Law requires drivers involved in a collision to stop their vehicle, notify law enforcement, and exchange insurance information with others involved. Failure to do so, considered to be a “hit-and-run,” is a misdemeanor in cases of property damage and a felony when someone has been injured.

Duty of Care Toward Pedestrians

Drivers have a duty of care towards pedestrians, who are particularly vulnerable in traffic accidents. This responsibility includes being vigilant for pedestrians near the roadway and, if a collision occurs, staying with the victim to ensure they get proper medical treatment and cooperating with authorities investigating the crash.
