Ulises Hernandez, 40, of Madera, Arrested for Hit-and-Run near Fairgrounds Rd, Casa Verde Way in Monterey

Monterey, CA – On the evening of Saturday, October 18, 2025, a series of hit-and-run collisions left a juvenile injured after an unlicensed driver struck multiple vehicles, according to KSBW.

The Monterey Police Department reports that the first crash took place around 11:10 PM near the intersection of Fairgrounds Road and Casa Verde Way.

Investigators said Ulises Hernandez, 40, of Madera, had attended a party at the Monterey County Fairgrounds earlier that day before driving east on Fairgrounds Road in a red Toyota Corolla.

Police said Hernandez allegedly rear-ended a silver Honda Pilot, injuring a juvenile passenger inside the vehicle. The driver of the Honda reportedly exited to speak with Hernandez, but he reversed and fled the scene.

While fleeing, Hernandez allegedly struck a parked Honda CR-V along the north curb of Fairgrounds Road. As officers investigated that crash, they received a second report of a collision near 2100 North Fremont Street, where Hernandez’s vehicle reportedly hit another parked Honda CR-V.

Police said Hernandez abandoned his car and fled on foot, leaving behind two pairs of brass knuckles.

He was located at a nearby hotel on Sunday morning and booked into the Monterey County Jail for hit-and-run causing injury, hit-and-run, driving without a license, and possession of metal knuckles. His bail was set at $10,000.

Accidents involving Unlicensed Drivers

Driving with a license is considered “Negligence Per Se.” This means that, because a driver violated a public safety law, their degree of responsibility in an accident increases. California’s Comparative Negligence Law does not consider fault to be “all-or-nothing.” It can be divided among the parties involved based on various factors.

Personal Injury Claims

When the actions of reckless drivers cause others to be injured, the cost of recovery should not fall on their victims. Filing a Personal Injury Claim with the at-fault party’s insurance can provide compensation for medical bills and lost wages during recovery.
