Monterey PD Seek Suspect Emmanuel Espinosa Juarez, 44, of Seaside, after Pedestrian Hit-and-Run on Del Monte Ave

Monterey, CA – On the evening of Saturday, September 27, 2025, a hit-and-run collision left a 17-year-old pedestrian seriously injured, according to KSBW.

The Monterey Police Department reports that the accident took place around 10:32 PM at the intersection of Del Monte Avenue and a nearby crosswalk.

Authorities stated that Emmanuel Espinosa Juarez, 44, of Seaside, is wanted on a felony hit-and-run warrant. Police allege that Juarez struck the juvenile while they were crossing Del Monte Avenue in the crosswalk. Traffic on Del Monte had reportedly been stopped for a red light, and the pedestrian was nearly on the sidewalk when a sedan traveling east entered the intersection after the light turned green and hit the juvenile.

The victim suffered serious injuries and was transported to Natividad Medical Center for treatment.

Investigators reported that the suspect vehicle continued westbound on Del Monte Avenue after the crash. Witness accounts and Automated License Plate Reader cameras helped officers identify and locate the car later that night. Police found it parked near 400 Alcalde Avenue with visible collision damage. The vehicle was seized as evidence.

Juarez’s whereabouts remain unknown. Monterey police are asking for the public’s assistance in locating him.

California Hit-and-Run Laws

California Law requires drivers involved in a collision to stop their vehicle, notify law enforcement, and exchange insurance information with others involved. Failure to do so, considered to be a “hit-and-run,” is a misdemeanor in cases of property damage and a felony when someone has been injured.

Duty of Care Toward Pedestrians

Drivers have a Duty of Care towards pedestrians, who are particularly vulnerable in traffic accidents. This responsibility includes being vigilant for pedestrians near the roadway and, if a collision occurs, staying with the victim to ensure they get proper medical treatment and cooperating with authorities investigating the crash.
