What is the Passive Intelligent Speed Assistance Bill?

Why Was SB 961 Proposed?

On September 28, 2024, Governor Gavin Newsome vetoed SB 961. But as it was originally proposed by Scott Weiner of San Francisco, the purpose of the bill was to make efforts to reduce traffic accidents–and serious, even fatal injuries–by instituting speed warning technology in all new vehicles that would be:

  • Manufactured, sold, or leased in California by 2030.

This technology is an attempt to apply recommendations made by the National Transportation Safety Board (NTSB) regarding ISA in all new vehicles. ISA technology, in general, involves the following:

  • Speed limit detection – ISA uses cameras or GPS data to detect the speed limit on the road you’re driving. It can also recognize road signs or pulls speed limit data from maps.

  • Driver alerts – When you’re about to exceed the speed limit, the system alerts you with either a visual or audible warning. Some systems may also provide haptic feedback, like a vibration in your gas pedal.

  • Speed control – In more advanced ISA systems, the vehicle will automatically limit your speed. If you try to move beyond the limit, your car can reduce engine power to prevent speeding.

  • Override option – While ISA helps you stay within speed limits, most systems still allow the driver to temporarily override it, especially in cases where more speed is necessary for safety, like passing another vehicle.

It’s pretty clear to see why ISA technology can be helpful when it comes to speeding, and even with the veto, it lays the groundwork for future laws with this technology.
