UPDATE: Zhen Cheng Kuang, 76, ID’ed as Bicyclist in Fatal Sacramento Hit-and-Run near 24th St, Fruitridge Rd in Mangan Park

Sacramento, CA – Authorities have identified 76-year-old Zhen Cheng Kuang as the bicyclist who lost his life eight days after a hit-and-run collision on the morning of Monday, May 5, 2025, according to The Sacramento Bee, with additional reporting from FOX40.

The Sacramento Police Department reports that the accident took place around 9:30 AM near the intersection of 24th Street and Fruitridge Road in the Mangan Park neighborhood.

Kuang was riding his bicycle when he was struck by a vehicle whose driver fled the scene before officers arrived. Emergency personnel transported Kuang to a nearby hospital, where he remained in critical condition until he died from his injuries on May 13.

Police later arrested 29-year-old Lamont Jackson of Sacramento on suspicion of felony hit-and-run resulting in serious injury. He was booked into the Sacramento County Main Jail and subsequently released.

With Kuang’s death, investigators confirmed the case remains open, and it was not immediately clear whether additional charges would be filed.

Authorities are continuing to investigate the circumstances of the crash and have asked anyone with information or surveillance footage from the area to contact the Sacramento Police Department.

Statute of Limitations & Wrongful Death Claims

Victims of motor vehicle accidents typically have up to two years after the accident in order to file a claim. However, in a Wrongful Death Claim, that timer only starts after the victim has lost their life, which can happen well after the accident that caused their injuries.

Bicycle Fatalities and Wrongful Death Claims

Drivers have a Duty of Care towards bicyclists, who are particularly vulnerable in traffic accidents. This responsibility includes being vigilant for bicyclists with whom they share the road and, if a fatal collision occurs, staying with the victim, alerting emergency responders, and cooperating with authorities investigating the crash.

For those who lose a loved one in a bicycle accident, filing a Wrongful Death claim with the assistance of an experienced attorney can provide compensation for medical bills, funeral costs, and other related damages.

Should the at-fault driver avoid legal consequences, compensation might still be available through a family member’s uninsured driver coverage. Consulting with a personal injury attorney can help determine the best options in such cases.
